Update: I suspect it's Schneider (2016):

Combinations are made at the most recently treated rank for the taxon in Orobanche, with the exception of Orobanche uniflora subsp. occidentale Greene, which is recognized at species rank under the available name Aphyllon purpureum (A. Heller) Holub due to its unique hosts, long molecular branch lengths, and recent discovery of sympatric populations of A. purpureum and A. uniflorum in southwestern British Columbia (Schneider et al. 2016)

This split is apparently no longer recognized by POWO, or the citation (above) is in error. The split is inconsistent with the current treatment on POWO as of 2/17/2023: Aphyllon is apparently treated in the whole as a synonym of Orobanche,

@gcwarbler, yup, this is a known and intentional deviation from POWO here on iNat. Our system is kind of confusing, but you can look at the details by clicking "Taxonomy Details" on the Taxonomy tab of the taxon page. For example, https://www.inaturalist.org/taxa/739040/taxonomy_details shows the deviation for A. uniflora and A. purpurea, and https://www.inaturalist.org/taxa/273241/taxonomy_details shows the deviations in genera.
