depth 1-5m, scuba. Pugnaso or Histiogamphelus? However I don't think there is enough of a ridge above the snout to be the latter.

Possibly a young Longray Weed Whiting.
Note:my later comment about unlikely chance it is a 'Few-ray WW' was meant to be 'Long-tail WW'. But this edit is less relevant now, as I agree with @marinejanine re this (probably)being a juvenile or female Sharp-nose WW.
I am not sure if it is a pipefish, eel or something else, it was about 20 to 30cm long.
Another of quite a few adults of this species seen on this dive.
I found at least 4 smallish colonies of this stony coral during this ~30 minutes boat dive,and all were actively feeding on the rising tide.
