This tree isn’t in bloom yet, but I believe it is a crape- myrtle. It has an opposite phyllotaxy, but it looks whirled. The leaves are simple and have a pinnate lead venation. This plant was around 12-15 feet tall, and it was growing in someones yard. There were lots of insects around this plant, but this may be because of the other vegetation around it.
